° El Instituto Nacional de Transporte y Tránsito, los Alcaldes y demás autoridades de Tránsito, tomarán las medidas necesarias para modificar las rutas a que se refiere el presente Decreto, con el fin de garantizar la normal prestación del servicio, cuando las circunstancias que se presenten el día de elecciones así lo requieran.
