Los municipios, los departamentos y las intendencias y comisarías, podrán decretar descuentos tributarios hasta del 20% en el valor de los impuestos de vehículos que sean de su competencia, en aquellos casos en que se demuestre que cumplen con dispositivos que disminuyan la contaminación, cumpliendo con las características mínimas señaladas por el Inderena, o quien haga sus veces.
