º Cédese el impuesto de timbre nacional de que trata el artículo 2º de este Decreto, a los Departamentos, Intendencias, Comisarias y al Distrito Especial de Bogotá. En consecuencia, dicho impuesto será recaudado por las referidas entidades territoriales. Sin embargo, los Departamentos podrán convenir con los Municipios capitales de Departamentos y con aquellos donde existan Secretarías de Tránsito, Clase A, formas de administración delegada del recaudo.
