La Junta Directiva no podrá deliberar sin la concurrencia de cinco (5), por lo menos, de sus miembros, principales o suplentes. Las decisiones podrán, en todo caso, tomarse con el voto de la mayoría absoluta de los concurrentes que formen el quórum previsto en este artículo.
