° En su debida oportunidad, y cuando el gobierno disponga de los elementos necesarios para proceder con acierto y equidad se reglamentara por decreto especial lo referente a la distribución del fondo de auxilios formado con el quince por ciento (15 por 100) de las recompensas ordenadas por la ley 7ª. de este año.
