Facúltase al Gobierno Nacional para que a partir de la vigencia de la presente Ley establezca, basado en las condiciones y características socio-económicas de la población servida, la forma de administración, distribución, requisitos para el cobro, pago, término y vigencia de este subsidio teniendo en cuenta el monto global que se destine para estos efectos.
