º Acláranse los artículos 1º y 2º del Decreto 143 del 24 de enero de 1983, en el sentido de que la modificación de la planta de personal que en ellos se dispone, surte efectos a partir de la fecha de vigencia del presente Decreto. Igualmente y a partir de la misma fecha surtirá efecto la designación efectuada mediante Decreto 144 de 1983.
