Encárgase a las Juntas de inmigracion de las capitales de los Estados, dirijir circulares a los propietarios i cultivadores de tierras, investigando qué clases de obreros querrian para sus trabajos, qué salarios pudieran pagar, qué número de dias del año pudieran emplearlos, i qué clase de concesiones estarian dispuestos a hacer en contrato formal a inmigrantes estranjeros.
