Los jurados de votación y los escrutadores no podrán, bajo ningún pretexto, abstenerse de elaborar y firmar los pliegos y las actas respectivas. Si tuvieren alguna observación que hacer, podrán consignarla como constancia en dichos pliegos o actas, que tendrán un espacio especial para tal efecto.
