Cuando por causa no pueda hacerse el nombramiento o elección de un empleado o corporación judicial en la época señalada por la Constitución o la ley, el empleo debe proveerse por quien corresponda, para el resto del periodo, tan pronto como desaparezca la causa que impidio la elección o el nombramiento.
