El Consejo Nacional de Seguridad del Transporte (CONSET) es un organismo asesor del Gobierno Nacional, tendrá como funciones:

Recomendar políticas para la seguridad de todos los Modos de transporte.

Formular recomendaciones técnicas que prevengan la ocurrencia de accidentes.

Estudiar y analizar los accidentes que ocurran en la actividad del transporte sometidos a su consideración por el Gobierno Nacional, para determinar la causa y las circunstancias relevantes de los mismos.
