El ICETEX abrirá una línea de crédito especial para la financiación de la matrícula de los programas de Educación Superior Abierta y a Distancia. La Junta Directiva de dicho Instituto reglamentará el otorgamiento de estos créditos. El Gobierno Nacional incluirá en el Proyecto de Ley de Presupuesto una partida para tal fin.
