A partir del año 1946, y durante un paridad de cuatro años, se apropiara en el presupuesto nacional, con la misma finalidad, una suma igual a la mencionada en el artículo anterior disminuida cada ano en un millón de pesos, de tal manera que al aporte será de ocho millones en 1946, de siete millones en 1947, de seis millones en 1948, de cinco millones en 1949 y de cuatro millones en 1950.
