Art. 3.° El Congreso de los Estados Unidos de Colombia conviene en delegar al augusto Congreso Americano que se reunirá el presente año en la ciudad de Panamá, la facultad de determinar la forma que deba darse á este monumento, circunstancia que el Presidente de la Union hará saber oportunamente á los Gobiernos de todas las Naciones que deban hallarse representadas en la referida Corporacion, para los fines consiguientes.
