ORIGEN DE LOS ACUERDOS. Los proyectos de Acuerdo pueden ser presentados por cualquiera de los Consejeros o por el respectivo Intendente o Comisario. Se exceptúan aquellos que se refieran a las materias contempladas en los literales b), d) e) y f) del artículo 6º de este Decreto: los que decreten inversiones y participaciones de fondos Intendenciales o Comisariales, cesiones de bienes y rentas de la Intendencia o Comisaría y los que creen servicios a cargo de las mismas entidades territoriales o los traspasen a éstas, cuya iniciativa corresponde al Intendente o Comisario.
