El Gobierno Nacional podrá realizar sin operación presupuestal alguna, sustituciones en su portafolio de inversiones con sus entidades descentralizadas. De igual forma podrá recibir de éstas, como pago de los excedentes financieros que autorice el CONPES, un equivalente representado en acciones.
