Art. 55. También es prohibido a los particulares solicitar empleos en los ramos de fomento y obras públicas; pues aquéllos no están destinados á pagar servicios anteriores, por importantes que ellos hayan sido, ni hacer obras de caridad, sino á dar ocupación á los individuos que por sus conocimientos y aptitudes puedan prestar más ventajosa y útilmente sus servicios al país.
