En cualquier tiempo y en cado de excepcional gravedad, previa audiencia de la Corte Suprema de Justicia, el Gobierno podrá cambiar transitoriamente el lugar de residencia de los Juzgados Superiores y de Circuito, pero sin alterar el territorio de su jurisdicción.
