El Gobierno sostendrá e incrementará con fondos del Tesoro Público, como obras benéficas dignas de estímulo y apoyo ( Ley 11 de 1967 ) esos monumentos, reconstruyendo la Casa Colonial y adaptándola para un Centro Cultural de bienestar social en el cual también se recojan y ordenen los archivos de la ciudad y remodelando el Santuario de la Niña María, a fin de que esos monumentos sean motivo de estímulo y atracción para la histórica ciudad.
