Solamente podrán pagarse sobresueldos a los empleados intendenciales cuando concurran las siguientes causales: que los fondos destinadas para ello provengan no solo de entidades oficiales distintas de aquellas de las que dependen directamente, sino que sean distintos los cargos y las funciones, que obedezca a graves motivos de orden público, que no implique contraposición de horarios y que no esté expresamente prohibido por la ley;
