Independientemente de los asuntos de que habla el artículo anterior, el Consejo de Ministros puede intervenir por medio de dictámenes en el estudio de los asuntos que a su consideración sometan el Presidente de la República o cualquiera de los Ministros de acuerdo con el Presidente.
