El Resguardo formará parte de la organización de la respectiva aduana, y su Capitán estará sujeto a la autoridad del Administrador de Aduana correspondiente, o a la de la Dirección General si se trata del Resguardo anexo a ésta, excepto en lo que se relaciona con los reglamentos que establezca el Director General de Aduanas para el orden y disciplina del Cuerpo.
