La entrega de las distinciones se efectuará en las siguientes condiciones: El Presidente de la República o el Ministro de Relaciones Exteriores podrán entregar las insignias de la Distinción, cuando así lo dispongan. las distinciones a los extranjeros o nacionales que se hallen en los Estados Unidos de América, previa definición del Ministro de Relaciones Exteriores, sobre el número de condecoraciones que se otorgarán.
