º. Objeto de la reglamentación. Establecer el procedimiento para la selección anual del mejor empleado de carrera de la entidad y de los niveles que la conforman, de que trata el artículo 10 de la Ley 190 de 1995, a efecto de proveer los empleos de carrera de superior categoría que queden vacantes en forma definitiva, siempre y cuando se acrediten los requisitos exigidos para su desempeño.
