Participacipación en acuerdos, convenios pool y consorcios. Las empresas nacionales de transporte marítimo podrán participar en acuerdos, convenios de pool y consorcios que regulen y racionalicen servicios, siempre que no se trate de los previstos en los literales b) y c) del artículo 28 del presente Decreto. Los usuarios podrán buscar mecanismos adecuados de negociación que involucren consolidación de cargas y conformación de grupos de usuarios, entre otros.
