Las dos Altas Partes contratantes se garantizan recíprocamente el tratamiento de la Nación más favorecida en lo que se refiere al establecimiento de los nacionales así como en materia de comercio y navegación, tanto respecto de importación, exportación y tránsito y, en general, de todo lo que concierne á los derechos de aduana y á las operaciones comerciales, como respecto del ejercicio del comercio ó de las industrias y respecto del pago de los impuestos que á ellos se refieren.
