Ámbito de aplicación. Estas disposiciones aplican a los municipios distritos y a las personas prestadoras de los servicios públicos de acueducto, alcantarillado y/o aseo en todo el territorio nacional. Parágrafo. Para el caso del Archipiélago de San Andrés, Providencia y Santa Catalina, de acuerdo con lo establecido en el artículo 8 de la Ley 47 de 1993 y para las áreas no municipalizadas, las disposiciones de la presente Subsección aplican al departamento en ejercicio de su función municipal, en desarrollo del principio constitucional de subsidiariedad.
