Autorízase al Gobierno Nacional para que por intermedio del Ministerio de Educación y de acuerdo al numeral 11 del artículo 76 se le dé cumplimiento a la presente Ley en lo referente al óleo para el Concejo Municipal de la ciudad de Cartagena.
