ARTICULO 13. Las reclamaciones que se formulen durante los escrutinios serán de conocimiento exclusivo de las Comisiones Escrutadoras Municipales o Distritales, en primera instancia, y de los delegados del Consejo Nacional Electoral en segunda instancia. No habrá recurso alguno ante el mencionado Consejo.
