Toda industria nueva para extraer o transformar materia prima nacional, que se establezca dentro del término a que se refiere el anterior artículo, previo dictamen del Ministerio de Industrias sobre su conveniencia, gozará de la rebaja o exención parcial del setenta y cinco por ciento (75%) de toda clase de impuestos nacionales, con excepción del impuesto sobre exceso de utilidades, por una lapso de diez (10) años a partir de la fecha que se inicie su producción.
