Cuando alguno de los miembros del Gran Consejo sido citado para abril el arca y no concurra, los demás, habiendo mayoría, podrán abrir en cualquier forma la respectiva cerradura, y para evitar nuevas resistencias, si a juicio de la mayoría las hubiere habido, la mayoría puede colocar las llaves en manos de ciudadanos particulares de reconocida honorabilidad, elegidos por la mayoría absoluta de los votos.
