En caso de que en el Presupuesto no se hubiere incluido la partida a que se refiere el artículo anterior, o que las órdenes de pago de recompensas excedieren la suma de tres millones de pesos ($ 3.000.000.00) en un año, o la situación de Tesorería no permitiese su pago inmediato, el Gobierno emitirá libranzas descontables en el Banco de la República. El valor total de las libranzas a cargo del Gobierno, podrá llegar hasta la suma de seis millones de pesos ($ 6.000.000.00). El Gobierno y el Banco pactarán los intereses y el plazo.
