Créase la Comisión de Racionalización del Gasto Público adscrita al Ministerio de Hacienda y Crédito Público, como organismo consultivo del Gobierno, cuyo objetivo es hacer estudios sobre el actual estado de las finanzas públicas, recomendar algunos correctivos para el adecuado manejo fiscal y opinar en lo relacionado con el artículo 30 de la Ley 344 de 1996.
