El presente Decreto rige a partir de la fecha de su publicación, deroga las disposiciones que le sean contrarias, en especial los Decretos - leyes 596 de 1974, artículo 23, letra e); 312 de 1983; 1169 de 1978, artículo 19, letra a); 461 de 1984, artículo 2º; 160 de 1985, artículo 2º y 159 de 1985, y surte efectos fiscales a partir del 1º de enero de 1986, salvo lo dispuesto en el artículo 7º.
