De la devolución de los excedentes. Los arrendatarios de bienes raíces urbanos que hubieren pagado un precio o renta superior al de la congelación de arrendamiento, establecida en el Decreto 2770 de 1976 y normas concordantes, tendrán derecho a la devolución de los excedentes pagados. Si la devolución no se hiciere voluntariamente podrá exigirse mediante orden expedida por las autoridades contempladas en el artículo 9° del presente Decreto.
