"Articulo 54. Empleo y control de los obreros. Todos los obreros que se empleen en el manejo de carga dentro de la zona del terminal o a bordo de las naves, serán debidamente seleccionados y empleados por los Administradores (con excepción de lo previsto en relación con el reconocimiento de carga de importación), y estarán bajo su control exclusivo.
