A los empleados nacionales no se les pueden imponer deberes sino por las leves, por los reglamentos del Gobierno y por las órdenes de sus respectivos superiores.

A los empleados departamentales se les pueden imponer deberes por las leyes, por las ordenanzas, por los reglamentos que dicte el Gobernador del Departamento respectivo y por las órdenes de sus superiores.

A los empleados municipales se les pueden imponer deberes por las leyes, ordenanzas, acuerdos, los reglamentos del Alcalde respectivo y las órdenes de los superiores.
