Artículo noveno. Las partidas que existan en el presupuesto del Instituto Nacional de Fomento Municipal, para construcción de obras sanitarias en poblaciones hasta de 2.500 habitantes, se trasladarán al Instituto Nacional para Programas Especiales de Salud (INPES), organismo encargado de su ejecución conforme al Decreto 470 de 1968.
