Art. 13. Por la Secretaría de Fomento se dictarán las órdenes y se dictarán las instrucciones necesarias para el cumplimiento y la mejor inteligencia del presente decreto, reproduciendo con este fin las disposiciones de la Convención postal universal que son aplicables á la nueva organización del servicio interior.
