En la resolución de convocatoria de un Consejo de Guerra Verbal, el Director designará el funcionario o funcionarios de instrucción que han de realizar inmediatamente la investigación. Los funcionarios de instrucción deben dar cuenta verbal de sus gestiones al Consejo de Guerra, presentando todas las pruebas que hayan logrado reunir, y tienen el deber de citar ante el Consejo a las personas que tengan conocimiento de todos los hechos.
