"El capital pagado y fondo de reserva legal, ambos saneados, de un banco comercial, no serán menores del 25 por 100 del total de sus obligaciones para con el público. Si el conjunto del capital y fondo de reserva bajare del limite señalado, no podrá el banco contraer nuevas obligaciones mientras no restablezca el mencionado porcentaje."
