°. Cuando por razón del funcionamiento de las carnicerías o packing-houses, y a causa de guerra o de otra calamidad pública, la carne en una región determinada del país, alcance a un precio excesivo con relación al ordinario, a juicio del Gobierno, este podrá limitar el número de reses que deba beneficiarse en las carnicerías para la exportación de carnes.
