El Estado garantizará a los candidatos a la Presidencia de la República y a los cuerpos colegiados de elección popular la utilización de los medios de comunicación social, respetando las condiciones y reglamentos de dichos medios, en armonía con el estatuto de comunicaciones y en ejercicio de la libertad de expresión.
