º El pago extemporáneo de las contribuciones genera intereses moratorios. Los obligadas a efectuar las contribuciones especiales señaladas en este Decreto que no las cancelen oportunamente, deberán liquidar y pagar intereses moratorios sobre el valor no cancelado por cada mes o fracción de mes calendario de retardo, a la tasa de interés que rige para efectos tributarios vigente en el momento del respectivo pago.
