Naturaleza jurídica del Fondo Pactos. El Fondo Pactos es un patrimonio autónomo del cual será Fideicomitente el Departamento Nacional de Planeación, que se constituirá en virtud de un contrato de fiducia mercantil celebrado entre dicho Departamento Administrativo y la sociedad fiduciaria pública, consorcio o unión temporal que éste seleccione, para actuar como vocera y administradora de tal Fideicomiso.
