° El Consejo Administrativo de los Ferrocarriles Nacionales, creado por la Ley 29 de 1931, administrará los ferrocarriles del Estado que se hallan actualmente en servicio, los que en adelante vayan entrando en explotación y los que pasen a ser de propiedad nacional, sobre una base comercial y con la debida consideración a los intereses económicos del país.
