El presupuesto inicial correspondiente a la vigencia fiscal de 2003 contiene la reducción ordenada en el Estatuto Orgánico del Presupuesto y en la Ley 344 de 1996 . En consecuencia para dicho año se cumple con lo establecido en el mencionado Estatuto.
