El inciso 4º del artículo 356 de la Constitución Política quedará así:

Los recursos del Sistema General de Participaciones de los departamentos, distritos y municipios se destinarán a la financiación de los servicios a su cargo, dándoles prioridad al servicio de salud, los servicios de educación, preescolar, primaria, secundaria y media, y servicios públicos domiciliarios de agua potable y saneamiento básico, garantizando la prestación y la ampliación de coberturas con énfasis en la población pobre.
