º. El artículo primero del Decreto 836 de 1999, quedará así: " Artículo 1º . Facúltase al Fondo de Garantías de Instituciones Financieras para que establezca líneas de crédito destinadas a otorgar préstamos a los accionistas de los establecimientos de crédito y a terceros interesados en participar en el capital de los mismos, cuyo producto se destinará al fortalecimiento patrimonial de dichos establecimientos".
