Las cooperativas tendrán derecho a una rebaja del quince por ciento (15 por 100) en los fletes de los artículos de su giro que no tengan una tarifa mínima, en las empresas oficiales, y en las particulares subvencionadas por la Nación o por los departamentos en cuanto los contratos y los reglamentos permitan hacer la rebaja.
